ExxonMobil Guyana takes a multi-tiered approach to building local talent and capabilities in Guyana. Our local content approach focuses on developing a globally competitive local workforce and supply chain, and investing strategically in local communities to support the phased and sustainable development of human, social, and economic capacity in Guyana.
On December 31, 2021, the Government of Guyana passed the Local Content Act 2021 (Act No. 18 of 2021) and subsequently published several related guidelines. ExxonMobil Guyana is committed to working collaboratively with stakeholders to develop opportunities for nationals and local businesses in a structured and sustainable way, consistent with the terms and conditions of the Petroleum Agreements, the Local Content Act, and related guidelines.

Workforce development
ExxonMobil Guyana supports the recruitment and development of Guyanese.
As part of the local content workforce strategy, ExxonMobil Guyana identifies and implements programs to give fair and adequate opportunity and first consideration for employment of Guyanese nationals. Recruitment for positions is carried out through a well-defined selection process that includes advertisement of vacancies in local newspapers, on our Facebook page, and our dedicated ExxonMobil Guyana Careers webpage.
Our talent management system and employee development framework helps us to attract, develop, and retain highly productive, dedicated, and motivated employees.
We leverage a variety of training and development options to grow a pool of Guyanese talent capable of meeting current and future business needs. In this regard, a combination of computer-based and in-person training in the areas of technical/professional, safety, security, health and the environment, team and interpersonal/behavioural skills, etc. are provided to the Guyanese workforce.

Supplier development
ExxonMobil Guyana’s local content and supply chain management strategies are designed to deliver lasting and shared value to Guyana and the local communities in which we operate.
We aim to utilize Guyanese suppliers for goods and services, giving fair, adequate, and first consideration to qualified and competitive Guyanese suppliers. Recognizing the rapid pace of development of Guyana, we continually test the local market for capacity by advertising upcoming business opportunities on public platforms such as our Facebook and LinkedIn pages, the Centre for Local Business Development’s website and Supplier Registration Portal (SRP) and the local newspapers.
We work with our contractors, co-venturers, and other stakeholders to identify opportunities for the development of local suppliers. In 2017, the Stabroek Block Co-venturers launched the Centre for Local Business Development (CLBD) to drive the development of capacity and capabilities among local small and medium-sized businesses in Guyana. The Centre offers a range of resources to support this mandate, including a suite of courses and seminars, business mentorship programmes, and advertising of business opportunities in the oil and gas sector.

Strategic community investment
Our goal is to work collaboratively with the people of Guyana to deliver a positive, sustainable impact with tangible results for people, communities, and businesses in Guyana.
ExxonMobil Guyana has a track record of supporting STEM education, youth, community and women empowerment, and other programmes that assist the development of local capabilities and improve the socio-economic environment in line with the UN Sustainable Development Goals (SDGs).
Announced in 2021, the Greater Guyana Initiative or “GGI” is a GYD $20B ($100M US Dollars) programme that aims to develop the local workforce, build human capacity, advance education, and improve health care, all in an effort to support sustainable economic diversification in Guyana. This decade-long initiative is an investment by the Stabroek Block Co-Venturers: ExxonMobil Guyana, Hess Guyana Exploration Ltd. and CNOOC Petroleum Guyana Ltd. ExxonMobil Guyana is also working with the Government of Guyana to build and support a world class Technical Training College that will train, develop, and certify Guyanese workers in electrical, mechanical, instrumentation and process operations to support the oil and gas industry as well as civil and building construction industry.

SPRING, Texas – ExxonMobil has made a final investment decision for the Whiptail development offshore Guyana, after receiving the required government and regulatory approvals. Whiptail, the sixth project on the Stabroek block, is expected to add approximately 250,000 barrels of daily capacity by the end of 2027.
